Town Office Building – Lower Level Conference Room                              6:30 P.M.

First Selectman Mailhos called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Millix & Blessington, Lynn Nicholls and residents.  First Selectman Mailhos led the Pledge of Allegiance.

Approval of Minutes:

The Joint meeting minutes are still pending as the other committees have not met yet to review.

Selectman Blessington motioned to approve the minutes of July 19, 2010 as written.
Selectman Millix seconded the motion.
Vote:  3 Yes (Mailhos, Millix & Blessington)    0  No.

Correspondence:

A list of correspondence was available at the meeting and in the Selectman’s office.

First Selectman Status Report

First Selectman Mailhos went over the updated report:

*Center School Water Project – The bids were opened on July 28th. The Water Committee will evaluate the bids and then make a recommendation to the Board of Selectmen at their scheduled meeting on August 9th.  The Board of Selectmen will then hold a special meeting thereafter to award the bid so they can move along.  The special meeting is slated for Tuesday, August 10 at 12:30 P.M.

*River Road Complex – We will award the bid based on the recommendation of the Parks and Recreation Commission under new business later on in this meeting.

*EECBG Grant – Bids are to go out this week or early next week.  They will be due back on August 25th.

*Polster Bridge – Newly added.  DOT has put this bridge on the critical list and has noted that it is in need of repair.  We have applied for a grant to do the needed repairs.  

*Storm water Pollution Plan – The CIP plan calls for the installation of a storm water pollution system for this current year.  First Selectman Mailhos spoke with DEP and confirmed that this is something that we need to address per our Transfer Station and Public Works Garage permits.    Karl will work on finalizing the plan to present to the Board of Selectmen in September.

* Chamber of Commerce – First Selectman Mailhos will attend the next EDC meeting and will inform them of what both Tolland County and Windham County Chambers offer, and see what they recommend.

* Emergency Management Meeting – A meeting will be scheduled with Fire Chiefs, Emergency Services Director, the Fire Marshall and the Director of Public Works.  A date will be determined.

* Personnel Policy Review – First Selectman Mailhos has sent an email out to Department Heads asking for input of the current Personnel Policy.

* Fire Department / Ambulance Service Contracts – The draft has gone out to both Fire Department heads. First Selectman Mailhos has asked for their input by Thursday and will incorporate edits into draft #2.  They will meet next Monday, August 9th to discuss.

*Appointments for Boards & Commissions – We have found several volunteers, and will continue to get the word out that there are a variety of vacancies.

Public Works:

Lynn said that many people have commented about the signs at the Transfer Station, however many people from out of town are still trying to come in.  She said it appears that people are borrowing their parent’s bulky cards or vehicles to bring trash there.  We need to force the issue that the trash will need to be verified that it is generated from Town.

She also wanted to make people aware that Public Works will be closing roads as they brush cut (to prepare for chip sealing) as they are short staffed.  Even with the roads being closed, many vehicles come through, and it is at their own risk.  Selectman Millix asked to make sure that the Fire Departments and Troop C are notified when they close the roads.  The roads they are working on and slated to be temporarily closed are Cisar, Pinney Hill and Luchon.   

Old business

  • MIRMA Payment
A letter has been drafted to go with the first 1/6 payment of the MIRMA supplemental assessment.  The letter states that we are not waiving any rights.

Selectman Blessington moved to approve sending the letter with the MIRMA payment.
Selectman Millix seconded the motion.
Vote:  3 Yes (Mailhos, Millix & Blessington)  0 No.

First Selectman Mailhos stated that the funds were appropriated out of last year’s budget.

New Business:

A. Appointments

First Selectman Mailhos moved to appoint John Prusak as an Alternate member for the Zoning Board of Appeals, effective immediately, expiring December 31, 2015.
Selectman Millix seconded the motion.
Vote:  3 Yes (Mailhos, Millix & Blessington)  0 No.

First Selectman Mailhos moved to appoint Barry Wallett as a regular member of the Sold Waste Advisory Commission – effective immediately, expiring November 7, 2011.
Selectman Blessington seconded the motion.
Vote:  3 Yes (Mailhos, Millix & Blessington)  0 No.

First Selectman Mailhos moved to appoint Brian Campbell as a regular member of the Solid Waste Advisory Commission – effective immediately, expiring November 7, 2011.
Selectman Blessington seconded the motion.
Vote:  3 Yes (Mailhos, Millix & Blessington)  0 No.

First Selectman Mailhos moved to re-appoint Katharine Brody as a member of the Northeast Connecticut Visitors District, effective immediately, expiring September 1, 2012. NOTE the name of the Commission has been changed to Mystic Country.
Selectman Blessington seconded the motion.
Vote:  3 Yes (Mailhos, Millix & Blessington)  0 No.

Selectman Blessington moved to appoint Christina Mailhos as an alternate member for the Eastern Highlands Health District Board of Directors effective immediately, expiring December 3, 2012.
Selectman Millix seconded the motion.
Vote:  3 Yes (Mailhos, Millix & Blessington)  0 No.

B.  Disband the (ADHOC) – Willington Hill Fire Dept. Land Purchase Committee

The following were on the Willington Hill Fire Department Land Purchase Committee:  Mark Palmer, David Charette, Lisa Marco, Vincent Tougas, Donna Latincsics, Ron Gantic, Michael Makuch and Tyler Millix.

First Selectman Mailhos moved to disband the Willington Hill Fire Department Land Purchase Committee, as the committee is no longer needed.
Selectman Blessington seconded the motion.
Vote:  3 Yes (Mailhos, Millix & Blessington)  0 No.

C.  Everbridge Emergency Notification System Presentation

Tolland County Mutual Aid Fire Service Inc. (Station TN) is actively using the Everbridge Emergency Notification service for Towns within their response district.~ The system, which is the first of its kind in the country, is to be used throughout the state.~ The system will send alerts utilizing the current 911 database which is programmed to landline phones in the event of a life threatening emergency, which is defined as an immediate danger to life that is going to occur or occurring.~~ Scott Haddad of Tolland County Mutual Aid gave some information on the system.~ There will be a public service announcement to inform residents of the system, and there is a website people can sign up to add cell phone numbers and email addresses to get notifications on the “opt in page” at www.ctalert.gov.~~~ Right now, Station TN will use the system to broadcast emergencies as well as notify their staff in case of an emergency.

Municipalities can also purchase an additional feature, called CT Aware, which would broadcast for other non-emergency things (parking bans, garbage pickup, school delays, etc.) The cost is based on a per capita charge depending on the Town.~ Selectman Millix said it is a great way to send a mass notification, within the limitations of the system.~~ First Selectman Mailhos said that the school system currently uses a similar system, and we will look into it.~

~We will add the link~ www.ctalert.gov to our website for residents to sign up for the emergency system.

D.  Award Bid for River Road Athletic Complex

Members of the Parks and Recreation Commission were present to discuss the RFPs that were received.  Teri Gareau said that she had sent out 15 RFP packets, and received 8 back.  The Parks and Recreation Commission recommended the Board of Selectmen award the bid to Marturano Rec whose bid came in at $23,123.00 for a playscape that can hold up to 55 children.  A sketch of the playscape was presented to the Board of Selectmen.  The company will provide the playscape, ground surfacing (wood chips) and layout for the post holes.  Bill Bilyak said he plans to do a community build, which should take only a few days to complete.  

Selectman Millix moved to award the playscape at River Road Athletic Complex bid to Marturano Rec in the amount of $23,123.00 based on the recommendation of the Willington Parks and Recreation Commission.
First Selectman Mailhos seconded the motion.

First Selectman Mailhos congratulated the Recreation Commission on coming in under budget thus far.

E.  Tax Refunds

First Selectman Mailhos moved to refund $57.73 to Sandra Bellizzi; 172 Balsa Drive, Longs, SC  29568 for credit of a sold vehicle.  
Selectman Blessington seconded the motion.

Good  & Welfare:

First Selectman Mailhos said we got an official thank you letter for joining CCM.  We have also sent a letter to COST to inform them we will not be renewing our membership this year.  So far a few people have called CCM for information.

We received a letter from the Library Board, which states that the remaining $27,393.98 for the original building project was returned to the capitol projects fund, which can be used towards the reserve land zone change if needed.  First Selectman Mailhos congratulated the Library Board for coming in under budget.

On Wednesday at 2pm, a Willington Mansfield Nipmuck press event will be held at the Willington Public Library.  The event will begin with a presentation from the Norcross Wildlife Foundation, Connecticut Forest and Parks Association and UCONN, followed with a hike through the properties.

Selectman Millix said that Mr. Talmadge passed away on Thursday or Friday.  He was quite a decorated veteran. Our condolences go to his family.  He and his family have been good to the Town over the years.

Selectman Blessington reminded everyone of the public hearing for the athletic field at E.O. Smith is 7PM at the High School.  

Also, Selectman Blessington asked who is in charge of the alumni of Hall School for the 100 year anniversary.  First Selectman Mailhos said that an ADHOC committee will be formed soon.  Discussion was held on the history of the school and First Selectman Mailhos will look into when it was built.  

Lynn thanked the person who returned the barrier from Lohse Road back to the Public Works Department.
